What is the Riddle of the ExporterTM?

I’m a USPPI (U.S. Principal Party of Interest) with a product that’s an EAR-99, not on the CCL (Commerce Control List) and going to somewhere not X’d on the CCC (Country Commerce Chart) and not to an SDN (Specially Designated National).  Do I contact the DOC (Department of Commerce) or the BIS (Bureau of Industry and Security) and do I need an HTS (Harmonized Tariff Schedule Number) or an ECCN (Export Control Classification Number) to file my EEI (Electronic Export Information) with the AES (Automated Export System) now the ACE (Automated Commercial Environment)?  Do I ship it FAC or CIP (Infamous Incoterms®) and just to make sure I cover my a%$#&*!!, do I use an LC (Letter of Credit)?  You tell me.
